MANILA, Philippines (AP) — Philippine President Ferdinand Marcos Jr. has fired his national police chief, who gained attention for leading the separate arrests of ex-President Rodrigo Duterte on orders of the International Criminal Court and televangelist Apollo Carreon Quiboloy, who is on the FBI's most-wanted list for alleged child sex trafficking, Philippine officials said Tuesday.

Executive Secretary Lucas Bersamin did not cite a reason for the removal of General Nicolas Torre as head of the 232,000-member national police force, a position he was appointed to by Marcos in May and which he would have held until 2027. He will be replaced by another senior police general, Jose Melencio Nartatez Jr. who assumed the top post Tuesday.

In a letter to Torre made public Tuesday, Bersamin informed him of his immediate removal as national police chief on orders of Marcos and directed him "to ensure the proper turnover of all matters, documents and information relative to your office."

Torre was not immediately available for comment.

Ahead of his removal, Torre reportedly had differences with government officials over the national police chief's decision to remove more than a dozen police officials from their posts, including Nartatez. The National Police Commission ordered Remulla to reinstate the police officials to their posts this month but that was apparently not immediately done.

"He did not violate any laws, he has not been charged criminally or administratively, it is simply a choice of the president to take a new direction for the national police," Interior Secretary Jonvic Remulla said without elaborating in a news conference when asked why Torre was removed.

Only the president can answer why Torre was removed, Remulla said without providing details. It's not clear if Torre would be offered another government post.

Just a few days ago, Torre demonstrated to Marcos a new anti-crime battle room in the national police headquarters where officers could rapidly communicate by two-way radio and other communications system to respond to any law and order problem in five minutes or less.

In March, Torre led the chaotic arrest of Duterte at Manila's international airport and his handover to International Criminal Court detention in The Netherlands for his deadly antidrug crackdowns. Duterte, who ended his six-year presidential term in 2022, has been accused of a crime against humanity for the brutal campaign against illegal drugs when he was in office and which left thousands of mostly poor suspects dead in police-enforced crackdowns that alarmed the United States, other Western governments and human rights watchdogs.

Duterte has denied ordering the executions of drug suspects but has publicly threatened to have suspected drug traffickers killed while he was a longtime mayor of southern Davao city and later as president.

Last year, Torre oversaw the arrest of Philippine religious leader Apollo Quiboloy, a key Duterte supporter who was placed on the FBI's most-wanted list after being indicted for sexual abuses and trafficking of underage girls in the U.S. Torre led thousands of policemen, who confronted large numbers of Quiboloy's followers opposing the religious leader's arrest in his vast religious complex in southern Davao city.

Quiboloy and his lawyers have denied the charges.

Quiboloy has been locked up since then in a metropolitan Manila jail for three criminal cases similar to his cases in the U.S., which Philippine Ambassador to Washington Jose Manuel Romualdez said has sought his extradition.

SEOUL (Reuters) -South Korea's Lee Jae Myung narrowly avoided what he called a "Zelenskiy moment" after U.S. President Donald Trump welcomed him to Washington with right-wing conspiracy theories but then pulled off a high-stakes summit without unwanted drama.

Monday's summit, the first between the two leaders, was largely what South Korea had hoped for, despite its inauspicious start, officials and analysts said.

Most importantly, the South Koreans dodged their biggest fear: an Oval Office ambush similar to the testy exchange in February when Trump berated Ukraine's Volodymyr Zelenskiy over U.S. aid and the war with Russia.

"President Lee's Oval Office press availability appeared to go better than expected," said Leif-Eric Easley, professor of international studies at Ewha Womans University in Seoul, noting Trump expressing support for Lee's approach toward North Korea and enthusiasm for engaging Kim Jong Un.

Major questions remain over how much exactly South Korea will agree to pay toward the basing of 28,500 American troops, and many details are still being worked out in the hastily negotiated tariff agreement, which has yet to be put in writing.

But Lee avoided any explosive clash that some observers feared could publicly fracture the long-term alliance at a time when North Korea is leaping forward with nuclear weapons and ballistic missile development, and deepening ties with Russia.

Lee and Trump displayed a chummy and mutually flattering vibe while glossing over the prickly trade and defence issues and defusing a potential conflict related to South Korea's political crisis in December.

Just a few hours before the pair was due to meet at the White House on Monday, Trump penned a social media post saying "WHAT IS GOING ON IN SOUTH KOREA? Seems like a Purge or Revolution," and saying he would raise the issue with Lee.

"Before I met with President Trump today, he posted on Truth Social a very threatening post," Lee said with a laugh at an event at the Center for Strategic and International Studies after the summit.

"My staff was worried that we might face a Zelenskiy moment," Lee said. "But I already knew that I would not face that kind of a situation. That's because I had read President Trump's book, 'The Art of the Deal.'"

Trump eased his tone and described his earlier comments as a potential "misunderstanding" and "rumour" after Lee explained that investigators conducted a raid confined to the Korean side of a base operated jointly with U.S. in connection to the political crisis. Lee's office said he didn't really raise it again in their private discussions.

Instead of a dramatic clash, flattery and warm words dominated the conversation in the Oval Office where the two sat down and talked about Trump's "good relationship" with North Korean leader Kim Jong Un.

"The summit ended without drama," said Cheong Seong-chang, vice president at Seoul-based Sejong Institute.

But keeping things vague means South Korea had policy goals of its own that went unaddressed, including requests for U.S. approval for nuclear fuel reprocessing and revising American laws on shipbuilding, Cheong noted.

"Trump didn't embarrass Lee and both sides seemed to try to avoid sensitive issues, such as South Korea's political position in the tensions between China and Taiwan," said Jun Kwang-woo, chairman at Institute for Global Economics. "Trump is probably not in a situation now to create tensions with Lee while he's already under pressure with frictions with other countries."

Yang Uk, of Seoul's Asan Institute for Policy Studies, said Trump's pressure on South Korea was a sign that he understands how much he can potentially gain from the country.

"(Trump's) basic formula of first shaking the other person as much as possible, then getting what you want, was applied," Yang said.

Lee said he had observed in negotiations with other countries that Trump would often present difficult conditions, but at the final stage would come to a reasonable conclusion.

"And because of the importance of the Korea-U.S. alliance, I was confident that he would not inflict a wound to our alliance," Lee said. "Everybody gave me the advice to have patience."

SEOUL (Reuters) -A top South Korean official said on Monday that the U.S. and South Korea had decided to establish a non-binding agreement to define the operation and structure of $350 billion in investment funds agreed as part of a July trade deal.

Seoul agreed with Washington last month on a trade deal to cut U.S. tariffs in exchange for pledging the investments, though differences emerged on how the sides interpreted details of the plan, including how profits would be distributed.

Presidential policy adviser Kim Yong-beom said on Monday the two sides were making progress in reaching an agreement in broad terms during his visit to Washington for the summit between U.S. President Donald Trump and South Korean President Lee Jae Myung.

During his trip, Kim said he had held a separate meeting with U.S. Commerce Secretary Howard Lutnick for two hours.

Kim said that the U.S. hoped to agree a memorandum of understanding (MOU) to oversee the investment plan as soon as possible.

The "financial package" would be used to support strategic industries such as key minerals, batteries, chips, pharmaceuticals, artificial intelligence and quantum computing, Kim said. He reiterated that up to $150 billion had also been earmarked for shipbuilding.

Seoul would create a task force to work on detailed implementation plans, led by the finance ministry and joined by state-funded banks, Kim said.

South Korean officials previously disputed Lutnick's remarks suggesting the U.S. would take 90% of the profits from the investments. Officials in Seoul also said equity investments would account for a small part, while loans and guarantees would make up a majority of the funds.

In July, Trump said South Korea would invest in projects "owned and controlled by the United States" and selected by him.

South Korean officials have said a safety mechanism would be added to reduce financing risk, including U.S. commitments to buy products from the projects and invest in commercially feasible projects.

The much talked about Oasis reunion tour hit North America Sunday, Aug. 24 at Rogers Stadium in Toronto, Canada, marking the band's first appearance on the continent in more than 16 years.

The band thrilled the sold-out crowd of 55,000 and proved the doubters wrong. From the stage Sunday night, singer Liam Gallagher shared the story of his encounter with a Canadian fan who wasn't so sure that his fellow countrymen would embrace the band and each other like fans had during the group's earlier tour dates in Europe.

"I bumped into a geezer today about half seven in the morning called Hugo. He comes up to me and says, Mr. Gallagher,' and I said, 'No need for that. It's Liam,'" Gallagher said from the stage, according to a statement released by the band. "He says, 'Good luck tonight trying to get these Canadians doing the Poznan.'"

What Is the Poznan?

The Poznan is a synchronized fan dance that's been adapted by Oasis fans in which they turn their backs to the stage, put their arms around each other, and jump in unison. It originated with fans of the Lech Poznan football club, who did the dance during the team's match against Manchester City in 2010. Fans of Manchester City, in the hometown of Oasis, soon adopted it, as did Oasis fans, who have taken to doing the dance during the song "Cigarettes & Alcohol," according toThe Manc.

How Did Liam Gallagher Respond to the Canadian Fan?

The fan continued to explain to Liam about how he doubted Canadian fans would be as energetic as their European counterparts.

"He says, 'Cause they're all a little bit shy. They're a little bit scared and stuff. They all smoke pot now. They're all f---ing out of their heads.'

"He says, 'Good luck with doing that shit tonight.'"

Liam responded, "So what, are we going to prove them wrong then or what? You don't want to be the first one letting this side down."

How Did the Fans in Toronto Respond?

Before playing "Cigarettes & Alcohol," Liam told the crowd, "You lot turn around. Put your arms around each other. Give each other a cuddle and just jump up and down. It's very easy."

The crowd in Toronto got the hint and responded with a proper Poznan, leaving Liam to exclaim, "We showed Hugo. We showed 'em."

Although a few songs later it began to rain, fans were still thrilled to see that band, with some sharing their experience in the comments of the band's official Instagram account.

"Wouldn't stand in the rain for anyone else!! Canada loves you!!!" wrote one fan.

"A day tattooed in my soul. I'll never forget the moments we lived," another fan wrote.

"Thank you, that show was epic. Been waiting 25+ years to see you. I belted out those songs in my room, in high school, crying my eyes out and feeling so alive. You're MY Wonderwall....❤️❤️❤️❤️," a third fan posted.

Fans finally have an answer about what went down during one of the most controversial episodes of Love Island USA season 7.

In the explosive reunion on Monday, Aug. 25, the cast was shown the extended scene from the heart rate challenge.

This came after Chelley Bissainthe and Olandria Carthen called Huda Mustafa out for "not being a girl's girl" due to her behavior with Ace Greene during the challenge — in which the islanders wear sexy outfits and tease each other to raise their heart rates — leaving fans wondering if they weren't shown the full incident.

"I think that I took it a step too far for certain people, and I do apologize if I made anybody feel uncomfortable," Huda acknowledged in the two-hour special. "Everything was consensual. There was no limitations, and we all made that very clear at the beginning of the challenge."

Huda MustafaThe unseen footage revealed that Huda seemingly turned away from Ace's face as she sat on top of him, pretending to move her mouth down his body.

"I definitely feel like I was justified," Chelley said of her negative reaction to the clip. "I want to bring up a point of like, we've always mentioned the whole consensual thing, and everyone's like, 'Yeah, we're all open to everything.' So with that being said, it comes to a thing of this friendship and sisterhood. It was never because we didn't consent to this."

"I think when you do certain challenges, it's with intention, because you're interested in a person, you like a person," she continued. "I mean, to my knowledge, [Huda] didn't have any interest for Ace. So to go as far as that, as me being your friend, I think my reasons were very justified."

Others chimed in to point out that Ace and Chelley had been in a couple for five weeks at the time, with Iris Kendall saying she thought there "should have been more talk about boundaries" beforehand.

Huda then claimed she was "having a grand old time" watching her partner at the time, Chris Seeley, being sensual with the other girls.

"Yeah, but I think there's a difference between being danced on and licking private parts," he interjected.

Chelley agreed. "That's why even Iris saying this whole boundaries thing, I don't feel like I have to say, like, 'Hey, don't lick the person I'm connected with's d---.' Like, I don't feel like I have to say this. It's an invisible boundary, right, where I just don't have to say that. Just also, as my friend, and again, just reciprocating what you want back."

Ace and ChelleyAndy Cohen, who co-hosted the reunion with Ariana Madix, spoke about the moment during an episode of his Bravo show Watch What Happens Live earlier this month.

The episode featured winners Bryan Arenales and Amaya Espinal and runners-up Olandria and Nic Vansteenberghe.

"I thought it was interesting that you and Chelley saw Huda for the first time since you left the villa," Cohen said to Olandria. "That was pretty dramatic. Also, we showed the extended version of the heart rate challenge, which was revelatory, I think, to the group."

Amaya also addressed the challenge during a July 16 appearance on Alex Cooper's Call Her Daddy podcast.

Business deals often involve risk — even when you're dealing with the United States government.

Intel acknowledged several risks the company faces with the US taking a 9.9% stake in the chipmaker via an investment of $8.9 billion in common stock. It's a rare deal in which the government is taking a financial stake in a publicly traded company.

Intel, which has been working on a turnaround, announced the deal on Friday, saying it reflected "the confidence the Administration has in Intel to advance key national priorities and the critically important role the company plays in expanding the domestic semiconductor industry."

In a Monday filing to the Securities and Exchange Commission, the company outlined a number of "risk factors" related to the US government's investment, from negative impacts on shareholders to hindering future opportunities. Companies often add to their risk factors to fend off litigation — these sections can run for pages in quarterly filings, addressing everything from cyberattacks to pandemics.

Dilutes shares of existing stockholders

Intel said in the filing that because it was issuing stock to the government at a discount, it would dilute the shares of existing stockholders. The company added that shares could be diluted further if the government purchases more shares in the future.

Reduces the voting power of existing shareholders

Intel said the deal could make the US government its largest stockholder, adding that it would reduce the voting rights and power of existing stockholders.

"The US Government's interests in the Company may not be the same as those of other stockholders," the filing said.

The SEC filing also said the US government's powers could "substantially limit" Intel's ability to pursue future transactions that would benefit shareholders, including by deterring some third parties from engaging with the company.

It could hurt Intel's international business

Intel said 76% of the company's sales came from outside the US in the 2024 fiscal year. The company's non-US business could be negatively affected by the US government's status as a major stockholder, which could also subject the company to additional regulations and restrictions abroad.

Could limit Intel's options for other government funding

Intel said in the SEC filing that the deal, which involves converting government grants into an equity stake in Intel, could limit its ability to secure government grants in the future.

Intel also said it has other existing grants with government agencies and could pursue more in the future. The company said the deal could put those at risk, either by agencies being unwilling to provide grants in the future or by also expecting to convert their grants into equity investments. Those outcomes could limit Intel's ability to access capital, increase its cost of capital, or spike its operating costs.

A lot of unknowns remain, and several factors could disrupt the deal

Intel said the deal completion timing was uncertain, "and there can be no assurance the Company will receive the funds on the timeline or in the amounts anticipated."

It also said the deal could be affected by changes in laws as well as changes in the federal administration or Congress.

The financial, tax, and accounting impacts of the deal were also still uncertain, the company said, adding its analyses had not been completed due to the "complexity of the transactions."

Other potential risks, including lawsuits

Intel said that given the scarcity of precedents for similar deals in the US, "it is difficult to foresee all the potential consequences."

"Among other things, there could be adverse reactions, immediately or over time, from investors, employees, customers, suppliers, other business or commercial partners, foreign governments or competitors," the SEC filing said.

It added that the deal could also result in lawsuits or increased public and political scrutiny of Intel.
